During his career in the United States Air Force, Captain Oaster
served in the Strategic Air Command and as an instructor at the
United States Air Force Academy. He attended LaSalle University
Law School. After leaving the Air Force, he flew for Flying Tiger
and Pan American Airways logging in excess of 20,000 accident
and incident free hours in the L1049, B707, B720, B767ER, B747SP
and the B747. He held key management positions as Chief Pilot
Training and Standards, and Chief Pilot of Operations for two major
International airlines. Captain Oaster also served on the ICAO Flight
Crew Licensing and Training Panel. He designed several innovative training
systems, winning him the Aviation Week and Space Technology
Laurels Award. As the founder and CEO of Telesis Technologies Inc.
he lead the acquisition and restructure of WICAT Systems, the worlds
leading aviation CBT production company. Capt. Oaster has expertise
in Training Needs Analysis, Training Systems Design,
and Training Courseware Development. He is an accomplished
public speaker and has been a Certified Toastmaster for over
thirty years.
